Sidewalk in Edgewater

Will somebody please tell me what this is all about?

This message looks to have been block-printed on the sidewalk on the east side of the 6200 block of N. Broadway, just north of the construction site at Granville and Broadway.

I can think of a lot of things this message could mean, but can't think which would apply.
